Board member Severo pressed for updated comps over the summer, noting that $85 million in sale proceeds would offer a very different fiscal picture than incremental lease income. Board member Zeman said leasing could generate recurring general-fund revenue but emphasized the need for a clear board policy on priority uses of surplus land and early direction on "highest and best use" so staff negotiations are bounded and transparent. The board ultimately declined to commission a new appraisal at the workshop and asked staff to provide updated information and follow-up memos on lease modeling and the capital vs general fund implications.
