Council approved a retroactive easement agreement with property owner Anthony Hickey at 104 East High Street for stormwater work tied to a PennDOT catch basin. Under the agreement, PennDOT’s basin will discharge into a ditch dug by the property owner, who will install a pipe between the PennDOT catch basin and a borough-installed catch basin and assume responsibility for maintaining the ditch. The borough will accept responsibility for the two catch basins and approximately 60 feet of pipe between them. The solicitor will prepare the easement paperwork.
The motion was made by Councilor Osborn and seconded by Councilor Kerns and was recorded as carried unanimously. The minutes note the borough will install its catch basin and that an easement agreement will assign ditch responsibility to the property owner; the council did not record a construction schedule in the minutes.
