Hagerstown plans ad hoc charter review committee; applications to open after July 21

City staff outlined plans to form an ad hoc charter review committee to perform a comprehensive review of Hagerstown's city charter, which staff said has not been reviewed since 2007. Scott explained the committee would be established by resolution, include seven voting residents and two non-voting council members, and operate for approximately one year to identify outdated or conflicting charter provisions.
"You all would review the applications and then you could vote, collectively on who you wanted to have on the committee," Scott said, describing an open application process similar to the procedure used for recent council vacancies. Staff proposed starting the committee on Sept. 1, 2026 and running it through Aug. 31, 2027; a resolution to form the committee was tentatively scheduled for the July 21 special session with applications taken through early August and appointments potentially made at the Aug. 25 regular session.
