Hagerstown staff to proceed on battery-storage RFP; staff favors staying with existing consultant

City staff asked the mayor and council for direction on moving forward with a battery-storage project procurement and RFP process. Nathan Bridal summarized prior discussions and preliminary estimates, saying an appropriately sized battery system could reduce customer costs by roughly $1,900,000 annually and save approximately $5.50 on a 1,000 kWh monthly bill, based on preliminary figures.
"Following up from our discussion last March... we discussed battery storage system and the preliminary numbers suggested that we could save our whole customer base roughly $1,900,000 a year, which equates to about $5.50, on a 1,000 kilowatt hour monthly bill," Bridal said. He said staff must develop and advertise an RFP and pay consultants to obtain realistic, firm numbers. Bridal said the city has an existing relationship with consultant GDS and recommended continuing with them to avoid delays and a learning curve for a new vendor; other council members recommended soliciting three proposals if staff wished to pursue broader competition. Staff sought direction and received support to proceed with developing an RFP and engaging consultants, with the understanding that additional proposals could be sought if desired.
