Commission approves future land use map amendment despite Green Valley incorporation concerns

Stephanie Peterson, director of planning and development, outlined changes that include converting portions of industrial designation to service commercial or community commercial in the McCall Triangle, adding neighborhood commercial nodes, and acknowledging programmed park space. Peterson said the FLUM is a long‑range, non‑regulatory vision to inform future rezonings and annexations and that Pottawatomie County is not required to adopt the map but could consider it voluntarily.
Several Green Valley residents urged the commission to delay, citing a pending incorporation petition. Robert Busby, executive director of the Green Valley Kansas Foundation, asked the commission to "table this action until that petition has been heard pending the establishment of the city of Green Valley." Commissioner Morrison voted No; the ordinance passed 4–1. Staff noted the FLUM can be amended later if Green Valley incorporates and the county may continue to use its own plan for its land use decisions.
