The commission approved Part C of the Konza/ Stadell Johnson Road sanitary sewer benefit district and awarded the construction contract to J & K Contracting for $44,009.17, with a total benefit-district cost (including financing and contingency) described by staff as "just under $90,000." Staff said Part C is a ~200-foot sanitary main that will serve four tract parcels and three owners and that affected property owners will pay annual assessments estimated at about $660 per share.
Randy (project lead) explained the background: the overall multi-part project arose from failing septic systems on several properties and has involved county and city cooperation. He noted parts A and B are more controversial because a new owner refused to donate an easement after earlier petitions, forcing redesign work. Commissioners discussed whether the county should lead on condemnations or easement acquisitions and highlighted public-health justifications to proceed; one commissioner said properties currently required to pump septic tanks monthly are at risk.
For Part C, the commission voted to approve the resolution and to award the contract, and separately authorized change orders up to 10% to accommodate contingencies; both votes passed 5-0.
