Nathan Golley, president of Walter's Morgan Construction, used the public-comment period to challenge staff decisions on the Seymour water and wastewater project. Golley said his firm, which he said has operated in Manhattan for nearly 90 years, was not shortlisted for the Seymour work and questioned whether local firms received fair consideration during the selection process.
"We've been here for 90 years," Golley said, and described frustration that his long-standing local company did not make the short list for Seymour. He argued the construction-manager-at-risk approach used on Seymour should have been executed to pre-procure long-lead items earlier to avoid escalating costs and delays: "This job is simple. Should've been done in 12 months, but I just don't quite understand the role." Commissioners acknowledged the comment and asked staff to respond if they wished, while the commission recorded a roll call related to allowing extended public comment time.
