Commission awards $650,000 sanitary sewer lining contract to improve system

The Manhattan City Commission unanimously approved awarding the 2026 Sanitary Sewer Rehabilitation contract (Project SS2601) on April 21. Staff described the recurring lining program that rehabilitates 8-, 10- and 12-inch mains to reduce inflow and infiltration and extend the useful life of existing sanitary sewer mains.
Randy (project staff) told commissioners, "The intention for this project is we always pay cash for this project...We typically budget about $550,000 a year for this project," and explained that this year the bid exceeded the typical budget because the scope includes larger-diameter mains. He said the project will be reconciled after completion and that change orders often reduce final quantities.
Commissioners asked about funding sources and program history; staff said the sewer fund will fully support the work and described the program's effectiveness in keeping average daily treatment steady despite growth. The motion to approve the contract passed on a 5-0 vote.
