Planning staff presented a proposal to build a two-unit duplex on a vacant 5th Avenue lot. Staff said the project complies with UTR2 zoning setbacks and central corridor design standards and that the building is intended as rentals with living space on the upper level and garage/entry at grade.
Several council members questioned the ground-floor design, noting apparent office-like entries and a large garage footprint. "It's just not residential," one member said, expressing concern about resale and neighborhood fit. Others said the development helps diversify housing stock and that, while the rendering is embellished, architectural plans submitted for permitting will specify materials and layouts. Staff confirmed sidewalks will be provided and that the lower-level depiction in the rendering included embellishments rather than final materials.
The council did not take final action at the work session; the item will proceed through the normal approval and permitting process.
