Officials credit video-surveillance and loitering opt-in program with reduced crime and loitering at convenience stores

The Director said DeKalb’s monitored-business program—created under a video-surveillance ordinance introduced about two years ago—requires businesses with recurring crimes to install surveillance and provide footage to authorities within 24 hours when requested. “It has been working wonderfully,” the Director said, reporting what she characterized as a 99.5% compliance rate among convenience stores and gas stations.
Officials also described a voluntary loitering opt-in form that private businesses sign to allow code officers and police to be proactive without waiting for a specific complaint. The program started with gas stations and convenience stores and is being expanded to other retail locations that opt in, such as dollar stores and liquor stores.
