Staff described a draft beach circulation concept intended to modernize traffic flow, add short-term and valet parking options and address service vehicles and delivery patterns at the beach. "We initially had those conversations with [Fire Rescue] ... and there was no issue," staff said when asked whether emergency access would be impeded.
Staff said the concept was developed with tenant input and would require further refinement, community outreach and identification of funding. "This is just basically to put this in front of you guys, see if that's something that you guys are in favor of," staff said. Commissioners recommended a resident survey and said the concept should be integrated into an overall beachfront master plan rather than pursued in isolation. Staff indicated potential funding in fiscal year 2027 and construction after the 2027 season.
