Councilor outlines legislative route for 3-Basin amendment, cites $80 million estimate for municipal sewage system

Councilor Denny Nielsen told colleagues Sept. 10 that North Santiam Sewer Authority (NSSA) activity related to the 3-Basin Rule Amendment continues under Marion County guidance and that his COG staff has drafted language that could be placed in the Oregon Revised Statutes during the upcoming legislative session.
Nielsen also said an $80 million estimate for a municipal sewage system for Detroit and Idanha is expected to be part of the legislative package seeking funding; he said he is realistic about the uncertain outcome of the legislative process.
