Donald officials signal likely building moratorium over sewer capacity; Council expected to act July 8

City Manager Eric Underwood told the Planning Commission on May 22 that Donald has submitted a 45-day notice to the Oregon Department of Land Conservation and Development (DLCD) regarding a possible building moratorium because the city currently lacks adequate sewer infrastructure to provide additional service. He said the moratorium "would likely be enacted at the July 8, 2025 City Council meeting."
Planner Holly Byram added that new housing legislation, particularly HB 1537, could result in more land-use decisions being made at the staff level and that the Donald Development Ordinances (DDO) would need updating; she also noted most of the bills apply to cities with populations above 2,500. The moratorium and ordinance updates could affect how many and which projects reach the Planning Commission, and will hinge on infrastructure planning and Council action.
