Donald Planning Commission recommends annexation and zoning changes for Matthieu Street property

The Donald Planning Commission on May 22, 2025 voted 5-0 to recommend that the City Council approve four concurrent land-use applications for 20774 Matthieu Street NE: annexation (ANX 2024-01), comprehensive plan map amendment (CPMA 2024-01), zone change (ZC 2024-01) and partition (PAR 2024-01). Commissioner Trevor Alley moved to "recommend the Donald City Council APPROVE concurrent files #ANX 2024-01, CPMA 2024-01, ZC 2024-01, and PAR 2024-01 as presented," a motion seconded by Commissioner Alice Bentz and carried unanimously.
City Planner Holly Byram told commissioners the package would prepare the property for future development, create a Limited Use Overlay (LUO) to restrict types of industrial uses on the site, and include a condition deferring the existing house’s connection to city water and sewer until 90 days after a new system addition is built. Planner Byram recommended approval with the conditions in the staff report; no members of the public testified in support, opposition or neutral during the hearing. The Planning Commission directed staff to present an enacting ordinance to the City Council as the next step.
