Elgin board adopts updated child-abuse reporting, emergency and safety policies

On Jan. 20 the Elgin School Board adopted revised policies covering suspected child abuse reporting, emergency plans and first aid, safety threats communications, and emergency-drill requirements; the adoptions were approved unanimously during a second reading.
The Elgin School Board unanimously adopted a set of revised policies addressing mandated reporting and emergency response on Jan. 20. The items approved on second reading included JHFE/GBNAB (Suspected Abuse of a Child Reporting Requirements) and its administrative regulations; EBC (Emergency Plan and First Aid); EBCA (Safety Threats); and EBCB (Emergency Procedure Drills and Instruction).
The policies restate district obligations under Oregon law and the State Board of Education requirements. For example, JHFE/GBNAB requires district employees to report suspected child abuse immediately to the Oregon Department of Human Services (DHS) or law enforcement (citing ORS 419B.010) and describes building designees, training and investigatory procedures. The board motion to accept the revised policies passed AYES:5 NOES:0 ABSTAIN:0.
The safety-related policies include protocols for communication to parents and guardians following a safety threat action (lockdown, lockout, shelter-in-place or evacuation), and require schools to issue culturally appropriate communications within 24 hours explaining the event, response steps and resolution (policy EBCA). Policy EBCB requires regular drills and specific instruction (fires, earthquakes and safety-threat drills), and the district’s Emergency Procedures Plan will be available in school offices as required by statute.
Board members recorded no dissent during the vote. The meeting packet includes the full text of each policy and administrative regulation; the board directed staff to implement training and maintain the published procedures.
