Elgin board authorizes WRK to pursue competitive-bid exemption for auditorium seismic project

The Elgin School Board on Jan. 20 authorized WRK Engineers to proceed with compiling findings of fact and the procedural materials needed to request an exemption from competitive bidding for the Stella Mayfield Elementary auditorium seismic grant project. The board recorded a unanimous vote (5–0) directing WRK to move forward under ORS 279C.335 and ORS 279C.337.
The action (agenda item 5.3) instructs the district’s architect/engineer to assemble the documentation required for an alternative delivery method and to prepare the findings that the Local Contract Review Board would need to approve an exemption. Elliana Fincher moved the motion and Lacie Skillings seconded; the motion passed AYES:5 NOES:0 ABSTAIN:0.
District financial records presented later in the meeting list WRK Engineers’ seismic assessment invoice for $25,000 (check 71646), and the meeting packet includes the relevant procurement administrative rules and DJC-AR procedures for special procurements. The board’s direction does not itself award a construction contract; it authorizes staff and WRK to pursue the legal process for a procurement exemption required by state statute before selecting a delivery method or contractor.
If the Local Contract Review Board approves an exemption, the district will still be required to comply with any additional statutory or board conditions attached to that exemption before contracts are awarded.
