The proposal explicitly listed geotechnical study, civil design and materials testing as exclusions that would be scoped and billed separately if requested.
Board Chair Kit Evans moved the motion to accept the ZCS proposal; Board members voted 5–0 to approve the contract for the initial investigative phase. District staff said the work is intended to clarify structural capacity and necessary corrections so the fieldhouse can advance toward a finished building and a certification of occupancy from the authority having jurisdiction.
The ZCS scope and exhibit (included in the packet) describe deliverables and the assumptions used to prepare the lump-sum price; the district will bring back any requests for additional work (for example, geotechnical or detailed PEMB framing analysis) for separate approvals.
