Echo SD 5 moves to pursue playground replacement after insurer flags safety issues

Echo SD 5 administrators told trustees the main elementary playground has reached the end of its useful life and was flagged by the district's insurer and safety evaluator.
"They've kind of said your main playground structure has hit its end of useful life and safety measures," the Superintendent said, noting the equipment was installed in the late 1990s. The administration said it submitted a grant application that would cover roughly 50% of the structure cost and received three vendor proposals ranging from about $84,000 to $160,000.
The Superintendent provided an itemized estimate including structure, additions, shipping, tax and installation. After applying the vendor's 50% share to structure pricing only, the district estimates the full project could total about $150,000 and that the district's net cost could fall to roughly $50,000 with grant awards and pledged local contributions, including a reported $10,000 pledge and roughly $15,000 available in an older ASB/PTO account.
The vendor and district safety review recommended retaining engineered wood chips for fall-zone impact absorption. "Their recommendation was to stick with wood chips," the Superintendent said, adding the chips generally met safety expectations but noted cushioning below the swings is inadequate.
Trustees voted to allow the superintendent to continue pursuing the grant, finalize vendor details, and schedule a community presentation and feedback session to build a fundraising committee. The administration said vendor installation could be completed by late February, subject to grant timing and fund availability.
