A separate motion to approve a proclamation welcoming Albert Surratt, owner of Toby’s Tops, LLC (listed at 304 5th Street South) failed after council discussion that the business had not secured the location. The minutes record: "After discussion by Council that Toby’s Tops had not secured the location, the Motion failed to carry." All recorded votes on the other two motions were unanimous.
