The motion was made by Councilor Michael Coffman and seconded by Councilor Abby Hungate; the vote was 6-0-0.
Underwood told the council a contract gives the city manager flexibility and protections that differ from at-will employment, including protections from interference by the council. The council requested a copy of the current employment agreement and the city's step schedule for employees to inform the negotiation process. The minutes record no changes to compensation and no additional conditions attached to the three-month extension.
