City Manager Eric Underwood informed the council that two businesses located outside the Donald city limits conducted a hot tap test on the Fargo sewer line but did not complete a connection. Underwood reiterated that Donald is under a sewer moratorium that does not allow any additional connections to the sewer system.
Underwood said staff reminded the businesses that additional connections are prohibited while the moratorium remains in effect. The manager did not report enforcement action at the meeting; council discussion did not produce changes to the moratorium.
Underwood also noted his employment contract ends Jan. 11, 2026 and that he has provided a draft contract to the mayor for review before bringing it back to the council for action.
