Planning commission backs special-permit recommendation for pediatric therapy clinic at 9375 Dealman Industrial Drive

The Planning and Community Design Commission on July 23 voted to forward to City Council a recommendation to permit a pediatric rehabilitation clinic operated by SSM Health Cardinal Glennon at 9375 Dealman Industrial Drive.
Carlos Trejo, director of the Department of Planning and Community Development, told the commission the applicant is seeking a special permit because the proposed use—classified under city code as a medical office and clinic—is not permitted by right in the Light Industrial District. Staff highlighted conditions they recommend be attached to any approval, including defined hours of operation, replacement or shielding of exterior wall-pack lighting and submission of a landscape plan.
Laura Masters, regional director over pediatrics for SSM Health Cardinal Glennon Pediatric Therapy, described the clinic as a multidisciplinary outpatient practice offering physical, occupational and speech therapy and said it is not a daycare. "We're open 07:30 to 06:30, Monday through Thursday, and about 07:30 to 4 on Fridays," Masters said, adding that therapy is provided on a one-on-one basis and children are accompanied by therapists while on site.
Commissioners pressed staff and the petitioner on safety, circulation and how landscaping and lighting conditions would be implemented. Developers and property representatives said building owners plan to invest in aesthetic and ADA improvements while noting some unexpected repairs already completed since purchase.
Commissioner motioned to forward a recommendation to the City Council for the special permit and associated site-plan and stormwater reviews, subject to the memorandum from the Department of Planning and Community Development dated 07/23/2026; the motion passed unanimously. The item will go to a City Council public hearing on Aug. 25, 2026.
