City planner: state law forces change to parking rules; co‑living allowed 0.25 spaces per bedroom

City planner Lisa told the commission that recent state mandates required the Planning Commission to revise local parking and housing rules, including a new limit on parking for co‑living arrangements.
"The state says we cannot require more than 0.25 parking space per bedroom," Lisa said, noting the city had initially proposed a 0.5‑space standard and adjusted it to comply. She further told commissioners the code amendments incorporate RCW language identifying four housing categories — passive solar, modular (distinct from manufactured), mass timber, and affordable housing — where local code cannot require parking.
Lisa also reported regional agencies reviewed the transportation portion of the plan: Spokane Regional Transportation Council and Spokane Transit Authority have provided approvals, and the Washington State Department of Transportation offered minor comments. The transportation amendments — covering parking, concurrency and commute-trip reduction — were approved at the recent council meeting, she said.
