On Sept. 16 the board reviewed a first-reading draft of policy JFCD (Restroom/Changing Area Use). The draft defines 'sex' as the physical condition of being male or female as designated at birth and states that restrooms and changing areas designated for one sex will be enforced as such. The draft requires buildings to offer a single-occupancy accommodation (for example, a nurse's office or family restroom) to individuals who do not wish to use the single-sex facilities.
The draft exempts custodial or emergency entry into opposite-sex multi-occupancy spaces and states violations would result in disciplinary action consistent with board policy. The board did not adopt the policy at first reading and the draft includes citations to relevant administrative rules and statutes.
