Andover's Planning & Zoning Commission voted to approve a special permit and site plan for an accessory dwelling unit at 12 Center Street, Map 33 Block 29 Parcel 3, with a condition reiterating that the property owner must occupy one of the dwellings. The motion was made, seconded and passed 5‑0.
Applicant representative Michael Guillermo of the VSC Group told the commission the project involves an existing structure that was rebuilt after demolition and that the revised plan converts a previous five‑bedroom design to a three‑bedroom house with a one‑bedroom accessory apartment above the garage. "There's absolutely no changes to the structure being proposed," Guillermo said during his presentation, and he added the health department has approved the updated septic notes (B100A issued). Staff told the applicant the special permit becomes effective once filed with the town clerk and explained the next procedural steps.
The commission discussed adding an owner‑occupancy condition during deliberations and agreed to incorporate the requirement as part of the approval; commissioners also asked staff to ensure any language used would conform with existing regulation and enforceability. No written public comments were received during the public hearing and no members of the public made oral statements before the hearing was closed.
