Town Manager Kristen Lass told attendees the Health Insurance Trust voted July 1 to pause pursuing a full GIC move for July 1, 2027, and to evaluate midpoint plan-design changes and benchmark look-alikes. She said discussions with the town’s broker revealed midcycle adjustments are feasible, giving the town added scheduling flexibility.
Lass presented a six-step timeline: modeling (completed June 2–July 24), Health Insurance Trust review (July 24–Aug 7), select-board vote to enter negotiations (Aug 7–Aug 21), PEC notice (Aug 21–Aug 28), PEC negotiation window (Aug 31–Sep 30) under state law, and a potential local vote on Oct. 9 with contract completion by Dec. 15; staff said these steps could permit plan changes to take effect by March 1, 2027 if agreements are reached.
Kristen emphasized the legal requirements around mitigation negotiations with the Public Employee Committee (PEC) and listed potential mitigation options — for example, health-reimbursement arrangements, wellness programs, out-of-pocket caps and premium holidays — while noting mitigation cannot exceed 25% of savings. "If there is not an agreement, Mass General Law has an appeal process to a state board," she said, describing the state review timeline as 30–60 days.
