Chris McCabe, an environmental consultant and former Worcester County natural resource administrator, told commissioners he had delineated two wetlands on the subject property and that the Maryland Department of the Environment approved that delineation on March 26, 2026. He said his field work identified hydric soils in the polygons and that the proffered site plan avoids those wetland areas.
Planning staff and the applicant confirmed the site plan shows avoidance of the wetlands and that a 100‑foot vegetated buffer has been proffered as a condition of rezoning. McCabe said the buffer and avoidance measures would be reflected in permits and in any RPC application if the project proceeds.
