At the rezoning hearing for case 453, traffic expert Joe Culligero of The Traffic Group told the commission that the proposed 88‑unit townhouse development would produce fewer daily trips and fewer peak‑hour trips than a 59‑unit single‑family alternative. He said his study showed a daily reduction in average daily traffic (ADT) for townhomes compared with single‑family units and estimated 7 fewer morning peak trips and 16 fewer evening peak trips for the townhouse scenario.
"It's 7 less trips in the morning, 16 less trips in the evening peak hour, and 22 less trips on the Saturday peak hour," Culligero testified. He said, under state guidelines, developments that generate fewer than the state's peak‑hour threshold typically do not require a full traffic‑impact study, although the developer would still need an access permit from the State Highway Administration. Commissioners questioned whether counts were current and whether local congestion might change the analysis; Culligero responded that his work followed state rules and that staff and the State Highway would review access details moving forward.
