Council approves MOU to place a school resource officer for 2025–26 school year

The Rangely Town Council voted to approve a memorandum of understanding between the Rangely School District and the Rangely Police Department to place a school resource officer for the 2025–26 academic year.
During discussion police personnel said the district had edited the draft, mainly adjusting grammar and FIPA-related protections for student information. The police representative said the edits limit what the officer can access and that “I just need names and date of birth if stuff happens,” and that he understands the rules and will comply. The council confirmed the district will provide the officer with a computer and the police department intends to use its laptop with school programs loaded in a way that prevents mixing department and school data.
Council members pressed for clarity about language in the agreement that allows schools to request additional officers. One council member said the clause ‘calls for multiple SROs’ in hypothetical circumstances raised a concern about who would fill additional shifts and how those officers would be paid. The police representative replied that currently only one officer has been requested and that any additional staffing would require identifying who would serve and confirming adequate training.
After the discussion Andy moved to approve the MOU and Sean seconded; the motion passed on a voice vote. The council’s action authorizes the town to enter the IGA as presented for the upcoming school year.
The council did not adopt changes to the MOU language during the meeting; follow-up will clarify operational details such as identification of backup officers and pay arrangements.
