The Mount Vernon City Council on July 6 approved Ordinance 2026-24, amending the city code on loud sound (stereo) amplification and setting a tiered fine schedule for repeated violations. Under the ordinance, the first violation within a 12-month period carries a $100 fine, the second $250 and the third $500; enforcement will use a distance-based measurement tool and officer discretion.
Resident David Moyer, who told the council he has lived in Mount Vernon for 15 years, urged the council to raise the initial fine to $250 and asked whether body-camera footage could be used as evidence when a neighbor’s loud music leads to court action. Police Chief Robert Brands responded that officers typically issue citations based on their enforcement assessment and that these citations do not require a citizen to file to proceed to court. The council approved the ordinance by unanimous vote of those present (Gliosci, Moore, Tate, Lewis; Young absent).
