Presenters say environmental‑justice review finds no new disproportionate impacts from RNG project

Consultants for the Rahway Valley Sewage Authority summarized an environmental justice impact statement (EJIS) that assessed eight stressor categories across two overburdened census block groups in Rahway and Woodbridge.
Joe Kuitcati of Trinity Consultants said the EJIS evaluated concentrated air pollution, mobile sources, contaminated sites, solid waste and scrap facilities, point sources to water, public health impacts, density/proximity stressors and social determinants of health. "The finding of this analysis is that the air permit renewal and the RNG project would not change or contribute to the existing adverse stressors in both, overburdened communities," he said.
Presenters reported small potential increases in NOx, CO and VOC associated with the project but said those changes remain below New Jersey significance thresholds and below National Ambient Air Quality Standards. They also said the risk screening performed for the Title 5 renewal returned results below New Jersey risk thresholds and that there are no anticipated PM2.5 increases or reportable hazardous air pollutant increases.
The EJIS identified sensitive receptors — an elementary school about 0.5 mile away among others — and concluded the RNG conversion would not increase surface‑water discharges, groundwater use, employment impacts, or long‑term traffic. The public comment period is open for written and oral comments and the consultant team will assemble and respond to comments for NJDEP review.
