Union County Council adopts FY 2026–27 budget, approves 4.8 millage reduction

Union County Council adopted Ordinance 412 on third and final reading June 16, approving the county’s Operating and Capital Budgets for the fiscal year beginning July 1, 2026 and ending June 30, 2027. Chairman Phillip Russell read the ordinance aloud and the motion to dispense with committee and adopt was made by Councilman John Glenn and seconded by Councilmember Carolyn Rutherford; the motion carried unanimously.
The adopted ordinance includes a 4.8 millage reduction for Union County property owners. Chairman Russell also noted the budget language was altered to allow the Library Board to request a Consumer Price Index (CPI) adjustment during the separate process of setting the Tax Levy Resolution, similar to the process used for the fire departments. Council did not remove any library funding from the ordinance itself.
The budget measure was moved to final reading after the Finance and Administration Committee report; Vice Chair David Sinclair made the motion to advance the ordinance to third reading. With District 6 Councilman John Flood absent, all present members voted in favor and the ordinance passed. The ordinance takes effect July 1, 2026.
