Highway Engineer Levi Leffert briefed the commissioners on paving and bridge projects and on state funding changes. Leffert said Calcar plans to pave South Newton Street and Mendal Lane starting the week of the meeting, and reported that Bridge 36 (Celestine Road N, 0.16 miles south of SR 545) had its concrete deck poured and was curing; Leffert said asphalt approaches should be installed this week and the bridge is planned to open by the end of the week pending weather.
Leffert described legislative changes to the Community Crossings Matching Grant program: INDOT consolidated two application cycles into a single annual call opening September 2026, and the program plus the Lane-Mile Distribution will be capped at $1,000,000. He said Dubois County received its first Lane-Mile Distribution payment of $378,334.22 (about 50% of the original estimate) and that the county is eligible to apply for about $622,000 in CCMG funds for State Fiscal Year 2027. Leffert also reported Bridge 107 deck overlays are 100% complete; the board approved a change order increasing cost by $10,127.03.
Leffert noted INDOT will start work on the Bretzville Junction roundabout that day (state project) and pointed stakeholders to INsafepassage.com for mobile alerts. The board discussed reviewing the Asset Management Plan to identify the strongest candidates for FY2027 CCMG application.
