"We're still in a solid cash position," Martins said, but he warned that one-time bond proceeds and capital-outlay cash are restricted and not interchangeable with operational dollars.
Martins flagged PED communications that may lower the unit funding value by roughly $16 per unit and reported a $130,000 reduction in transportation funding that may require operational adjustments. He described a structural deficit in the food-service operation with a projected negative balance of about $235,407.45 and proposed cleaning up historical deficits with a one-time permanent transfer to put athletic and activity funds on zero and then monitor operations under tighter position management.
