The Palm Coast City Council on July 21 appointed Mulligan to a vacant regular seat on the Volunteer Firefighters Pension Board.
Mulligan told the council he is a Palm Coast resident and currently serves as a lieutenant with the Palm Coast Fire Department. He described prior experience as treasurer of the firefighters' union and handling multimillion-dollar operating budgets in an earlier role: "These experiences gave me a strong foundation in leadership, accountability, response, and a responsible financial oversight," Mulligan said. The council unanimously voted to appoint him to the board.
The seat was filled by motion and roll-call vote; there was no public opposition during the comment period.
