Council members pressed staff on the risk of missing grant deadlines; staff said they were not aware of any impending grant deadline tied to the bid but would confirm.
The council moved and seconded the recommendation to reject and rebid; the motion carried. Staff will return after the city addresses the identified questions and ensures procurement integrity before proceeding with an award.
