HCAI work group outlines proposed indicators for 2026 Primary Care Snapshot

Debbie Lindes, Healthcare Delivery System Group Manager at the Office of Healthcare Affordability (OCA) within the Department of Health Care Access and Information (HCAI), opened the meeting and framed the 2026 Snapshot as a tool to "synthesize existing data to build a shared understanding of California's primary care sector and to highlight challenges that can guide policy and drive progress."
Staff recommended reporting about 16 indicators for the static 2026 report across investment, workforce, access and quality domains, and noted that many indicators will include limited stratifications this year because the published 2026 snapshot will be a static PDF. "In 2027, the snapshot will expand to an interactive data dashboard," Miranda Wirtz, Senior Primary Care Specialist at OCA, said. The interactive format will allow more stratifications and granular displays, staff said.
The group discussed data sources and timing: staff said they expect to use the most readily available state data—likely measurement years 2023–2024—rather than requiring new reporting to HCAI. "We would use data that's already being collected from the other state departments for each of those areas," Wirtz said. Participants urged HCAI to pursue additional data collection and internal analysis over the next year to enable more geographic and demographic breakdowns.
The meeting closed with staff inviting written feedback and promising draft snapshot materials in September.
