The board agreed to have staff and the county attorney look at the MOUs and return with corrected copies and talking points; one follow‑up meeting was tentatively scheduled for July 29 to finalize MOU language and related applications.
Commissioners noted the MOU for the CDBG planning grant is a routine, reimbursement‑based arrangement and that the Opportunity Zone material is separate; they asked Eastern Plains to provide a short, plain‑language one‑pager to help commissioners and the public understand the trade‑offs before any formal action.
