ESOL director: nearly 500 students exited services this year as district emphasizes sheltered instruction

The Rogers School District ESOL presenter told the board the department had exited nearly 500 students from monitoring this year and that the district now has about 4,000 students formally in ESOL services while more than 6,000 students may speak another language at home. "We exit after they pass the ELPA 21, but fully exit after they've been monitored for 4 years, almost 500 students this year," the presenter said.
The presenter described three main changes: a task force of building designees to standardize ESOL procedures (ESOL 101), rollout of a new documentation system called Elevation to replace spreadsheets, and a district emphasis on sheltered instruction for secondary grades so English learners get grade‑level content with embedded language supports. Board members asked for comparative ATLAS and other assessment data; the presenter said that comparative results can be pulled and will be reported at a later meeting. The presenter also noted state changes and a planned grant pathway to help teachers obtain ESOL endorsements.
The ESOL presenter framed the trends as positive: the district reduced the share of students in the lowest performance band from about 16% to 10% and increased those in the progressing band, which the presenter said reflects coordinated school‑level work. Administration said training, documentation and monitoring will continue through the year and that the department will provide requested comparative data when available.
