Board approves promotions for two Goshen police officers; one sworn in

The board administered the oath to one of the promoted officers. During the oath, the officer recited, "I, Evan Gutierrez Franco," affirming his commitment to discharge his duties as a patrol officer for the Goshen Police Department. The chair congratulated the officers and invited applause.
