Library foundation wins approval for event signs after council clarifies public-property rules

Council and staff clarified that signs placed between the sidewalk and curb are town property and require a permit, while signs placed on private property with owner permission do not. Staff noted the permit form will be included in the business-license review and kept in the library’s license file; the council moved and approved the sign permit for the library and suggested procedural improvements for posting the relevant code in future packets.
