On May 26, 2025, the Village of Three Oaks Public Services Committee continued its review of the Michigan Rural Water Association (MRWA) Rate Study and proposed water rate recommendations. Chair Faulkner called the special meeting to order at 8:01 a.m.; Committee members Mike Holfels and Sherry Trucks were recorded present. The committee approved the agenda as presented and spent substantial time on the MRWA analysis of the Village’s rate structure and projected capital needs.
Committee members raised concerns about the distribution of costs between residential and commercial customers and the affordability impact of proposed rate increases. MRWA representatives explained the relationships among system capacity, meter size, infrastructure replacement costs, and utility rates and emphasized the role of fixed costs in allocating charges across customer classes. The Committee did not make a recommendation to the Village Council at the meeting and requested additional information, including annual percentage‑based rate increase options and alternative rate structures, before taking further action.
