Council approves resolution to pursue TAP grant for downtown Elm Street streetscape

The Three Oaks Village Council on May 13 approved a resolution authorizing pursuit of a Transportation Alternatives Program (TAP) grant to support a downtown Elm Street streetscape and tree-replacement project.
DDA representatives Joe Hinman and Suzanna Bierwirth updated council on conceptual plans developed with Fleis & VandenBrink over approximately 13 months, including removal of Bradford pear trees, sidewalk safety improvements, and coordination with ongoing Elm Street construction. Bierwirth outlined outreach plans including open houses and community presentations and described possible funding strategies involving DDA budget allocations and fundraising.
Council members asked for clarity on grant administration and potential financial obligations. Faulkner explained that MDOT requires the roadway owner and Act 51 authority to be the applicant and responsible entity for grant administration; the DDA would remain involved in funding discussions and project planning.
Council voted unanimously to approve the Resolution of Support (05-2026-01) to pursue the TAP grant. The DDA will continue public engagement and fundraising conversations while staff coordinates grant application responsibilities with MDOT.
Next steps noted at the meeting include additional public outreach and finalizing grant application materials with the Village serving as the applicant for administrative purposes.
