Council approves one-way change for downtown alley and notes parking enforcement limits on private property

Police Chief Matt Koch and City Attorney Robert Stuyvesant presented an ordinance to change the alley south of School Street, between 1st Street and Garfield Street, to one-way traffic. Public Works Director Tony Rhinehart provided a signage plan to minimize traffic impediments. Koch told the council that locations currently marked no parking are on private property and that enforcement would have to be undertaken by property owners.
The council approved the ordinance and the signage plan (minutes record unanimous passage). Council members asked staff to coordinate sign placement with the Public Works plan to avoid blocking traffic flow and to clarify enforcement responsibilities for privately marked spaces.
