Resident and HPCA President Gary Farley asked the Heritage Pines CDD on April 15 to schedule a joint workshop with the HPCA to discuss a proposed multi-purpose building and to appoint a CDD liaison to the HPCA Fitness Committee. Farley said the HPCA plans to spend an estimated $15,000 on engineering drawings for site and underground work necessary for permitting with the Southwest Florida Water Management District.
"We’ll have an architect engaged and then obtain bids," Farley said, explaining next steps to get permit-ready documents. The board reached consensus to designate Supervisor Stephen Putman to serve as the liaison to the HPCA; District Manager Chuck Adams noted that a liaison may attend and report back but is not a decision-maker for the board under Florida’s Sunshine Law.
Mr. Adams outlined financing options and legal constraints: tax-exempt financing can be problematic if a financed asset creates a public "destination," citing the Internal Revenue Service rules that guide tax-exempt use. He said the CDD could finance horizontal infrastructure (sidewalks, curbs, drainage, water and sewer) and potentially site preparation such as grading, but the HPCA would likely fund the building itself. Mr. Adams also noted a cost threshold—approximately $470,000—for sealed bidding requirements and said the board needs engineering cost opinions to determine what the CDD could feasibly finance.
