Rep. Josh Wheeler presented H 494 to the committee, saying the bill would move Department of Health and Welfare background-check administrative rules into Idaho statute to provide better oversight, consistency, and clarity and to assure Federal Bureau of Investigation requirements are met.
In response to a question, Jared Larsen, Chief of Staff at the Department of Health and Welfare, said “the background check cost of $70 is paid by the individual” and that the check is usually conducted early in the application process. Rep. McCann moved to send H 494 to the floor with a DO PASS recommendation; the motion carried by voice vote. Rep. Wheeler will sponsor the bill on the House floor.
