The House Health & Welfare Committee heard and agreed to introduce RS 32849 on Feb. 3, 2026. Jared Larsen, chief of staff for the Department of Health and Welfare, presented the request stating it is intended "to comply with the Consolidated Appropriations Act for management services for juveniles under 19 years of age who are exiting juvenile correction facilities." Rep. Wheeler moved to introduce the request and the motion carried by voice vote.
Larsen told the committee the services described in RS 32849 would not begin until funding is appropriated by the Joint Appropriations-Finance Committee. The proposal therefore creates a framework that would require subsequent appropriation action before programs or services commence; the minutes note no appropriation vote or funding amount during the February 3 meeting.
