Comptroller reports general fund $1.4M over budget on interest; several departments near or over 80% of spending

Krista Klauser, the county comptroller, presented the quarterly budget report through June 30 and said investment interest has boosted revenues. "The general fund has received 1,400,000 over the budget that was set," Klauser said, explaining that interest income has made year-to-date revenues appear high. She noted the Ambulance District and some other funds have received more interest than anticipated and that timing of state quarterly payments distorts percent-of-year figures for some funds.
Klauser also identified funds with low collections driven by state or grant timing and said she projects revenues conservatively so expenditures will be covered by receipts or reserves. She reported PILT receipts at $758,000 compared with a budgeted $500,000 and said opioid-settlement funds were only about 17% used this year. Commissioners asked specifically about highway-user and ITD funds, and Klauser said those revenues are coming in as projected.
On expenditures Klauser said the county is roughly three-quarters of the way through the fiscal year and that most salaries and benefits look on track; she will continue to monitor departments that exceed 80% year-to-date spending and bring requests back to the board if necessary.
