OWEB staff outline timeline: board briefing, public comment in May, comment review in June, and board consideration in July

Staff told the RAC they will brief the OWEB board in late April, file draft rules and open a public comment period (including tribal notice) in May, review comments in early June, and bring a final draft to the OWEB board for consideration in July.
OWEB staff reviewed the next steps in the rulemaking process and provided dates for key milestones. Staff said they plan to update the OWEB board at an informational item on April 28–29 (Canyonville), file the draft rules with the Secretary of State and publish notice for a public comment period in May (including tribal notice and a verbal hearing), review comments in early June and prepare responses, and then present the final draft to the OWEB board for consideration in July (the board meeting location was clarified as The Dalles).
"We'll file a notice with the draft rules with the secretary of state's office and also provide notice to tribes, our gov delivery mailing list, and legislators," staff said. The May comment period will allow written tribal and public comments; staff plan to respond to each comment and note whether it resulted in a change to the draft rules. The staff said they do not expect to reconvene the RAC but will share the final draft with RAC members for awareness and may seek further input if the board requests changes.
