OWEB staff: no partial awards; Partnership TA requires at least 5% match

During committee questions about how staff prioritized projects and whether the Board could partially fund applicants, Denise Hoffert said OWEB does not issue partial awards for these grant applications.
"We don't do partial awards anymore," Hoffert said, explaining that the technical review team evaluates the complete application and partial funding would leave uncertain what parts of a proposal could be accomplished. She also confirmed the Partnership TA offering carries a 5% match requirement and that most applicants provide match that exceeds that minimum. Several committee members asked whether projects below the funding line were close to the threshold; Hoffert said the recommended set had a clear break and the projects below the line were not at the same level of recommendation.
